Louise Arbour Installed as Canada's 31st Governor General
Addressing the installation ceremony in Ottawa, Carney outlined the weight of the role, describing the Governor General as a custodian of the nation's democratic foundations, constitutional order, and collective values.
"The Governor General is the steward of the values we cherish, of the democracy that we celebrate, of the Constitution that protects our freedoms," Carney said.
The Prime Minister added that Arbour's more than five decades in public life had been anchored in the conviction that institutions bear an obligation to remain accountable and that human dignity must be upheld under all circumstances.
In her own address, Arbour issued a pointed warning about the fragility of democratic discourse, cautioning that "extreme polarization is dangerous, so is extreme consensus."
She stressed that public institutions — among them schools, courts, and legislatures — carry a vital responsibility to create space for national debate and to resolve societal differences through peaceful means. Arbour pointed to the Canadian Charter of Rights and Freedoms as a foundational instrument in guiding that process.
Looking outward, Arbour argued that Canada's standing on the world stage would be shaped in no small part by the ambitions it sets and sustains at home — goals she said must be pursued with long-term commitment.
Arbour steps into a role that serves as the monarch's representative in Canada, an office with roots stretching back to the colonial era. A landmark in the position's history came in 1952, when Vincent Massey became the first Canadian-born individual to hold the post. Governors General in Canada conventionally serve five-year terms, carrying out largely ceremonial and constitutional responsibilities in a strictly non-partisan capacity.
